These can be used in the formatter tag, and so are part of the mythical richttext project. Not all dtd's in the Most are taken from mmbase.jar (so, opened as 'resource'), that's the idea. If a network connection is needed for some missing dtd in config/dtd then that should be considered a bug. So config/dtd could be empty or nearly empty.
