What excactly is the rational for candidates not being allowed to vote?
Perhaps they could vote openly (to discourage that they don't vote for the
best one, but for the one which is least of threat or so)

I think choosing by lot is a bit unfair, especially when there were more
candidates which received less votes. Those who voted for those candidates,
and those candidates themselves, did not choose then between the tieing
candidates.

In case of a tie, and remaining candidates who did receive votes and/or did not
vote I would propose a new election, only between the tieing candidates this
time. If then still a tie, perhaps then lottery could come in.

Or something like that.

What if there are enough candidates, but not more then enough? So e.g. 2
free seats and two candidates?
