I think choosing by lot is a bit unfair, especially when there were more candidates which received less votes. Those who voted for those candidates, and those candidates themselves, did not choose then between the tieing candidates. In case of a tie, and remaining candidates who did receive votes and/or did not vote I would propose a new election, only between the tieing candidates this time.
