The question is now, for which reason? I don't recall it either, but we could wonder if now something else broke?
Tested several things on both Linux and Windows and I don't see any problems. There are no special remarks about this in the cvs messages. My guess is that the original author thought it was best to use single quotes for the template syntax in JSP (or probably even SCAN) and that ImageMagick would expect double quotes (and that seemed to work on Linux).
