I think it is hardly a rule that the plan is actually realized. Look e.g. at the 1.7 release plan.
Well, the intention is that it does get executed.
I think some elements can be done quite quickly. I.e. module reload or multicast are projects that could be done quickly, dependent on the ideas of those who plan to work on it.
If there are specific things that are unrealizabele I would value it if people point them out, then I'll drop them from the release plan.
