CALL: Moving SCAN classes to the SCAN application

This call is the first call for the execution of the second step in the 
Optimalization project. This step concerns moving SCAN to a separate 
application.
The details of this step are presented in the earlier post 
"Optimalization Step 2, Moving SCAN", and can also be found on the 
project page.
The vote is about the moving of classes to the application, and any 
changes needed to keep the core and scan application running.

There will be follow-up votes for two specific changes reagrding 
scanpage and EditState. Thios vote does therefor NOT apply to moving of 
these two classes.

This change is for MMBase 1.8.
