This behaviour is not considered an error. The journals controls is Debit and Credit balance before posting a journal and since you have added an off-set account to each and every line debit and credit will balance. I don't know who told you, that you should expect an error, but I can inform you, that it is not correct, and the behaviour you experience is according to design.

I was told that offset account was used when one line transactions are
posted. If a multiple line transaction has been entered, showing same
debit/credit total; and later offset accounts are entered for those
lines; the system would show an error message and not allow posting.
Yet, right now the system is permitting users to do this. Does anyone
know if this correct? Will the transaction be posted and processed
normally? Is this a configurable parameter?
I'm using Axapta 3.0 SP 2.
