afaik, there is no exclusive securitykey for renaming a key.
this is based on the experience, that the button "Rename" in
form "SysRecordInfo" is activated if a user group has table-
permissions "Create"- or "Full control"-Access for a given table.
The button will also be disabled if the user group has "only" table-
permissions "Edit", "View" or "No access".
So, I would suggest to create a new sequrity key and assign this to
the mentioned FormButtonControl...
