It is'nt that straightforward to accomplish this with Oracle, since you have to either create a new schema (=user) in an existing Oracle database instance or you have to create a new instance and then a schema for Axapta. As far as I'm aware of, the Database Wizard does'nt support this.
SQLServer is a bit easier on the configuration side, so you probably have to get some more detail regarding the Oracle environment or get some help. You could try to use the Database Configuration Assistant on the Oracle server. If you look at the helpfile database_wizard.chm (under setup\client on the axapta cd), you see that MBS calls it the MS SQL Database Wizard. The only help you get from this utility when it comes down to Oracle, is createing the schema (=user) for Axapta.
