You didn't explain in details. Hope this info can help you.
If you want to create a P.O, Just insert record to PurchTable and PucrchLine by code. with some hints: look into some init methods in PurchTable and PurchLine tables
Take a look at PurchFormLetter to find the method to post the P.O.
