[development-axapta] XML in Axapta

I try to create the following XML-file from Axapta:

<?xml version="1.0" encoding="ISO-8859-1"?>
<Root></Root>

My problem is how to create the first line of the file. I miss the
method XMLDocument.createXMLDeclaration in Axapta which creates such a
declaration in VB etc.
