I don't know anyway to cleanly read the Config Utility file from Axapta but here's where you can get the info you asked for.
Name : XUserInfo::find(false, curUserId()).name
Language : infolog.language()

How to know which configuration utility setting the current Axapta instance is running on? For example, in Axapta configuration utility, I select the WorkConfig as the active one, and then launch the Axapta. During the runtime, I need to get the information of configuration utility (WorkConfig), like its name and language or that sort of information. And global method can return this information in X++?
