[development-axapta] Add field button e/d options

Hi! 
   
  we did 4.0 upgradation for our client.One of user wants an option for 
enabling and disabling the Add field button of right click setup form.
   
  This option is available in 3.0 .
  I am not able to do this in 4.0
   
   
  Please guide with your valuable sugestions
