In "Upgrade Tools Guide", you must import two xpo files.  One for 
duplicate recid detection and the other for left-justification of 
right-justified text fields.  The DB Upgrade Preparation Tool uses the 
tables created by these xpo during the upgrade.  The error message 
sounds like the tables do not exist.
