I think it means that person who gave you that task does not know much about Ax.
"If HRM module is installed on client machine " - there is no module installations and deinstallations, especially in client machine, You can either disable it by configuration key or deny access to it to particular user group via Security Key. Both cases are system wide and there is no client specific issues there.
