Unfortunately i couldn't find definite statistics on the amount of locked pages 
but i doubt it is more than five percent. And most of these pages are locked 
because of security implications (some templates, scripts).
Adding to that, as already mentioned in my response to sun, even i support not 
lifting restrictions on some modules of similar importance, like the views 
module.
