I just tested the following and it spit it out correctly.
url("http://test.com/test dfsdaf
dsfsadf",array('external'=>TRUE,'absolute=>TRUE));
What are the actual characters that are being used because in your initial
example you had some random character like ;<>+,.()!* which may be the
reason it's not working
