Actually, this sounds like precisely the kind of thing that DrupalGardens.com 
is targeting and that you would want to be a reseller/affiliate or some such 
there. In effect, you would outsource the heavy-lifting to Acquia and you would 
concentrate on quality, knowledgeable support, service, and marketing to your 
industry niche.

Aegir works very well for applications like this.

4. Grant other users the ability to edit their site (I'm not sure how
to do this without exposing my entire user list to them....)
