The recommendations for how to make your modules/site translatable have not changed much if at all between Drupal 6 and Drupal 7, and the documentation has not been added to recently, as far as I know.

The documentation related to languages is in these sections of the Handbook: http://drupal.org/node/324602 (Working with Languages in the admin "Structure" handbook). http://drupal.org/node/322729 (Localization API in the module dev handbook) http://drupal.org/node/303984 (Multilingual Support in the module dev handbook)

After working in D7 for a few months now, I have to admit to still being a
little confused about when to use which language. Is there a write-up
somewhere that can define some best practice ?

I would like to make sure that I develop my site to work properly in
multiple languages, but, the language system still feels like a blur.
