I had a similar issue with CTools / views install, the page timed out and most of my modules were disabled when I came back. After re-enabling those modules though, everything is working fine now. My d7 is installed on windows 7, iis 7.5, mysql 5. Sorry I don't have anymore info, thought it was my own issue but after seeing Austin's issue it reminded me of mine.
