Yes but not always. The 5.4 branch will eventually have the full 5.4.2
release, but until it closes (when the release it happens), it may have a
handful of commits not yet merged into 5.4.
For example, right now, it has this commit:
QNAM: Fix upload corruptions when server closes connection
That isn't in 5.4.
