Oh, yes, it is. The problem is not the cost. The problem is the permission to use it. Many companies' IT departments are slow to validate a new OS on their networks and do not allow upgrading. I work for one such company. Also remember the flame-war on the interest mailing list about requiring Perl to build Qt: conclusion was that many developers are simply not allowed to install anything (but they are allowed to build Qt).
