Because the Microsoft compiler does not support constexpr properly. See

I haven't tested Update 3 to see if that is fixed.

Do you have a testcase for this bug ?
I couldn't reproduce with Update2 by using a class with constexpr ctor and an array member, so I think I'm not testing it correctly.
