- .gitingore files in submodules' root dir seem to be maintained and up to date 
(checked qtbase and qtdeclarative)
- IMHO they can be removed with a mass-commit
- IMHO a rule should be added to Sanity Bot to react to new .gitignore files 
with a -1

As much as I'd like it to be different, but we still support in-source
builds of Qt.

Note: this is not a veto against removing those .gitignore files. Good
riddance!
