Go to http://wiki.openmoko.org/wiki/Flashing_openmoko and follow the instructions there. If your not a developer, just someone who wants a functional phone I would advise you to install qtopia on your neo http://wiki.openmoko.org/wiki/Qtopia_on_Neo1973 get the tarball from here http://www.qtopia.net/modules/mydownloads/singlefile.php?lid=50 and unzip it to get the rootfs and kernel.
