We should be able to move from a source file type of contribution to some sort of "service" (REST, or whatever is best suited) That can easily be secured and authenticated with means like OAuth, OpenID, etc. so if the one providing data needs to sign an agreement first, this is guaranteed. Until we are there, the margin is quite high for many people to contribute in either place or direction.
