You mentioned committers@ vs. "everyone". May I ask, what other relevant members are there? In the DeviceMap project we discussed, how the contribution of new device classes could be improved, similar to let's say Eclipse Babel, other crowd-sourced translations (see http://en.wikipedia.org/wiki/Crowdsourcing_as_Human-Machine_Translation#Technologies_translated_through_crowdsourcing) or most "Wiki-like" efforts. Gathering those, while they may end up in some "resource", db or similar artifact, is not necessarily equal to development, so is there a contributor type at Apache that could participate in such device improvement other than full committers?
