Graduation next steps

So it looks like the board meeting is Nov 19th and we need to submit 72 hours 
in advanced, so Nov 16th. So we have about 2 weeks. Also, the guide states that 
the resolution should be proposed on the incubator general list before starting 
a [VOTE] thread on that list. I looked on the list, I did not see a previous 
discussion for the recent graduation votes. So should we go right into the 
incubator general vote or what should be done next?
