Argh, that'll learn me. :P The CONFIG_REGULATOR_DUMMY=y was only present in the "work in progress" tree that I was using to test integration. It's not present anywhere else. ...so I guess that mystery is solved. We'll still need to figure out how to plumb EPROBE_DEFER handling into a few more places to get the issue fully solved, but at least a bunch of mysteries (to me) are solved.
