If you think about it Darrell, you will only ever be in that state if an
install was started and did not complete. And your system is not usable in
that state.
The most likely thing you will choose to do in that state is to 1)
diagnose and correct your restoration problem and 2) do a fresh install,
then restore from tape again (but finish the process this time).
