Deliberately so. If it's not required as part of the e-smith server and
gateway software, we don't want it to be there. Any excess stuff will just
slow down the download/burn/install cycle for lots of people - and we have
to pay for the bandwidth (as possibly, do you).
In the case of RH 7.0 and C++, I think it's worse than that. I think that
there are serious incompatibilities.
I'd suggest that you download and install the libstdc++ RPM from RedHat
6.1 or 6.2.
