I have been watching the work on FreeS/WAN with interest. If FreeS/WAN is
broke for now I wonder if
we should look at using CIPE as an alternative. One problem may be the
cipe-win32 integration.

The 1.91 release doesn't seem to "make install" completely, and thus
the RPM doesn't copy all that it should. It has been patched post-1.91,
and it's going to need to be back-ported. So, both.
