Currently if you grant a user shell access they can walk the directory 
tree (cd /) and do more things then I actually thought possible!!!

Ok, good reason NOT to grant shell access.  

Having said this, if it is possible, I would like to grant shell access, 
if I could restrict a users movements to specific directory trees only.  
For instance allow remote ssh shell access only to their:

$HOME directory
-or-
$HOME + a single defined ibay

Blocking access to any other directory EVEN if the user has access rights.

Is this at all possible to implement?

Outside of a remote VPN connection, has anyone found any other means for 
a user to remotely access their home directory and ibays?
