Anything installed by RPM should be in 'templates'. These files don't need
to be part of the backup/restore, as you can and should just re-install
the RPM (we recommend keeping any non-standard RPMs in in i-bay, so that
they are part of the backup/restore, and are "at hand" when needed to
rebuild a system).

"templates-custom" is really for local customisations - i.e.  changes from
the RPM behaviour. If RPMs use "templates-custom", then the local admin
loses their own playpen for genuine "custom" changes.
