Why not just do this:
ln -s /home/httpd/html/horde/scripts/db/mysql_create.sql \
/etc/e-smith/sql/init/S10horde_mysql_create
/etc/rc.d/init.d/mysql.init start
...obviously replacing the path to the SQL script as appropriate.
