It has been my experience that the server needs to be running an X Server
manager of some sort...

In the particular case of my experiment over the weekend, nothing worked until
I had X running on the server.

Please refer to the LTSP documentation, specifically section 6 Trouble shooting

(the answer to my problem lay in 6.6.1 point 1)
