Get the best of both worlds - install the cpan2rpm RPM, and then run:

cpan2rpm Apache::Htpasswd

then install the perl-Apache-Htpasswd rpm when it has finished building 
it.

cpan2rpm rpm will show up in my contrib directory in about 50 minutes 
(next mirror update).
