All I've done is do the packaging and put together the execution 
environment (which uses Dan Bernstein's fine tools).

There's a typo there. This is the correct command:

# rpm -Uhv $F/e-smith-memtest-0.0.1-04.noarch.rpm  \
    $F/memtester-2.93.1-01.i386.rpm
