The basic functionality of contribs.org is back online. I probably won't have an opportunity to track down the phpwebsite issues before I leave on vacation.

Thanks for the warning Jeff, but dang, two whole weeks with no net admin to communicate with?
I didn't realize (til now) the contribs site has no backup administrator or backup/recovery.
Is there anyone who has a list of other sites that host contribs in case this one is down?
