Yes, it will do that. Much cleaner than patching qmail, and freely

No, I was just wrong :-) We did remove it from %pre/%post/%postun,
but did not remove it from %prep section, which was an oversight. Since
our build servers run qmail and already have these users/groups, it's
a no-op for us.

Commenting out the entire %prep section should be fine. But, I'd
still recommend using the updated smtpfront-qmail instead.

No, you're quite right. You should be able to comment out the lines
between %prep and %setup, excluding those actual lines.
