I guess I'm just really worried about the already sizeable differences
between 0.3 and 0.4. I'm afraid that setting up a formal communication
gap between the small group of developers working on 0.4 and those
working on 0.3 is a recipe for chaos and disaster.

If there's too much noise on devl to get serious work done, I think we
might have some other alternatives:

        - a "third-party" list: discussion of non-Fred implementations
          and clients could be moved to another list. 

        - move support requests to "support": This is done pretty well
          right now, but we should scrub the Web pages and source code
          to make sure that questions go to "support" and not "devl."

        - a strict policy of moving discussions that are more "tech"
          oriented -- like the Eternal Permanent Storage Issue -- to
          tech.

        - If we have the option, we might want to make devl a
          subscriber-only list, where only folks who are subscribed
          can post.

        - We could also make subscriptions moderated, if the concern
          is that there's too many people on the list.

That said, I guess if there's really a strong feeling to have a
separate list, it might as well be open to all.
