Why don't we just, like, forget about it.  Anything big enough to matter
will presumably be a SplitFile and the metadata can be included in the
manifest file.  Then for our Freesites the metadata is going to be
included with the mapfiles.

For standalone CHKs I suppose we can recommend a standard
serialization of Info metadata as you suggest.
