Hahaha! I'm amazed you were able to get robots.txt at ALL! Oh, man!
It's the exception that proves the rule. This is from
HttpHandlerServlet:

          else if (key.equals("robots.txt"))
          {
              pw.println("Disallow: *");

I think if you think about the propagation of a key that is
expleicitly masked by one of our clients, you might get some ideas
about why you had to set HTL so high.
