Please let me know what operating system (and service pack) you're using,
and also:  what are the names of the files.  I haven't seen this problem at
all on my Win2k box.  It could be files created by the installer engine
(http://www.nullsoft.com) in which case there's nothing I can do about that.

Good point - perhaps for a 'custom' installation you could select which
files you want to upgrade, but for an 'automatic' installation it would just
download nodeconfig.exe etc without even prompting?

It kind-of is optional.  If there's ANY of the following files in the
current directory:
    seednodes.ref
    README
    NodeConfig.exe
    freenet.exe
    freenet.jar
    freenet-ext.jar
the webinstaller will prompt you if you want them installed, then install
them, then try and download anything it couldn't find in the local
directory.

NodeConfig is based on an utterly broken architectural design and as such
needs to be updated as frequently as freenet.jar - if the webinstaller
cannot find NodeConfig.exe in the local dir it makes sense to try and
download it.
