Ian: As far as "pre-announcing" the release, I think all we need to do is hold off on renaming the final release candidate.
That is we pick a freeze date. Everyone tests the release candidate for say 1 week. If at the end of the week we decide the candidate is good, you can notify whoever you want. Then we wait whatever "lead time" you deem necessary and rename the *tested* release candidate as the final release after that time elapses. Everyone wins. We get to ship something we know works.
