By default fred looks for freenet.conf (or .ini) in the current
directory, but you can use the -c switch to explicitly  tell it where

The log file is determined by the logFile configuration directive or by
--logFile=C:\some\path\fred.log on the command line.  I think it
defaults to cwd if left unspecified.
