This seems to be normal - announcements only succeed once they have
reached an HTL of 2 or 3. It would seem that announcements are very
sensitive to overload, and become rapidly more so as HTL increases. Thus
the combination of an excess of transient nodes hammering the same
seednodes, a bug that has been recently fixed, and the momentary
overloads (that last for at least a minute) that occur spontaneously 
thanks to the routingTime-based overload detection, or maybe due to some
bias in the way we choose the next hop in an announcement chain
(currently we route to a random key), in most cases the node, which
handles normal traffic perfectly well, tries five nodes when handling an
announcement message and they all return QueryRejected due to overload.
I have no idea why, except that maybe the network is hopelessly
overloaded but we don't notice it except in announcements.
