I know, and this was 'almost deliberate'.  My intentions were:
a)  Have a different icon for a 'monolithic' installer vs. a 'webinstaller'.
b)  Make the webinstaller as small a download as possible

To achieve a) I used my original freenet icons as a basis for a single-frame
32x32x4-bit image, which for the webinstaller is just a picture of hops at
reduced colordepth (was going to be a picture of hops with a "server" behind
it but that didn't look convincing), and for the monolithic installer is
hops in front of a shiny CD.  I then reused the shiny-CD image at 16x16x4
for the application small icon.  In total that's two icon frames taking up
just 1.05KB of the webinstaller.

The freenet.exe icons, including all 12 (I think) size and colordepth
permutations (including up to 48x48x32-bit with alpha), are around 20.5KB
(and the webinstaller is itself only 50KB!)

What would people prefer - tiny webinstaller downloads or webinstallers with
full 32-bit color (with alpha translucency) icons?  (This is a serious
question by the way, I'm happy to make the change if people want it)
