Defaulting to expert mode totally defeats the point of having a simple 
mode.  Cookies can be configured to last for weeks, even months - only 
their default configuration makes them last for only a session.  Having 
said that - the default initial setting should go in the .conf file, and 
it should be set to "simple" for a fresh installation.  Expert users can 
modify their .conf file accordingly.
