Precompiled wget for windows- http://space.tin.it/computer/hherold/
There are also bindings to access libCurl from java- http://curl.haxx.se/libcurl/java/


With either of those, fproxy could be made to pull/precache the links. Run curl/wget, throw away the output. The resulting pages will remain in the local datastore, for quick access.
Total code needed would be very minor.
