I have seen something similar with recent stable releases - although not that big numbers (I have lower maxthreads-limit and had less max connections). I'm not sure what causes it - do you have a lot of FCP traffic? I recommend you to try the current unstable snapshot. It's something unbeleavable (actually so good that I'm not sure if I can trust the numbers :) My node is serving > 20000 requests per hour and is not even overloaded yet! With stable build about 6000-8000 requests hits the CPU limit.
